I suspect that most people refer to it as a console for the same reason they refer to the games as "roms". These individuals all use emulators and downloaded the disk images, but as they are used to game roms for their consoles (which was the correct use of the word rom), they just use the same terms for any computer emulation and its software as well.
A lot of people referred to the Amiga as a console way before retrogaming and emulators were all the rage. And mainly for the reasons ChrisH already mentioned, for most people the Amiga was purely a gaming machine.

Though not being much of a games fan it's one of of those words that does bug me on the internet when people and all those "download" sites refer to Amiga games as "ROMS", just doesn't sound right or make sense if you are an Amiga user...
Console on the other hand is simply a word used by the ignorant to describe the Amiga range of computers, the only thing that came close to being a console Amigawise was the CD32...
I've never actually heard anyone in "the real world" use the word "console" when talking about the Amiga, again it seems only to be an online thing but thankfully most folk know the Amiga is a computer and so you rarely see it being used...
Just a thought, if some folk call Amiga games "ROMS" they why don't they call music records or music tapes - CD's or MP3's, it'd make as much sense as calling Amiga games ROMS...

@Franko I never saw the use of ROMS in reference to Amiga games, but it's also been ages since I last visited one of those download sites.
Regarding console I never really saw it used either and in Denmark I'm not even sure the word was common back in the days. Gaming computer was probably the term the Amiga was best known for here but from the 100+ DK Amiga users I have met I have never seen anyone using it only for gaming purpose. For some games may have accounted for 90%+ of their Amiga time but that's hardly different from many PC users today.
