Why worry about that? My opinion is that (any) government's main priority should be more about stopping the Uploaders as that number is infinitely smaller than those downloading such material.
in addition, its probably more effective to actually chase hosters and close websites - despite 10 such sites replacing them overnight and the continuing change from the free internet to proxy and closed network access.

It's a never-ending story that governments the world over will never be able to control - why buy when you can get for free?
