Is AmiStore just for OS4 or is there a os3.x version ?

I think A-EON have promised an os3 version always but I don't know if it have been released yet.

A-EON are working on a lot of there own building blocks for applications at the moment. I think once they have completed these we'll see Enhancer and Amistore released for 68k hardware.
