The thing with the "target hardware" is that it was not just *any* PPC hardware, but there was the requirement that it is "developed and marketed for the Amiga platform and userbase".
the amigaone was designed and marketed towards the amiga userbase just not solely for the amiga userbase. they (eyetech) had stated many times there was no profit just selling to existing customers. so selling outside the community was a necessity.

and that is why hyperion didn't do it. one (or more) os4 developers did it independently according to the conversation between bill and acube. while there was some level of tech support given to the developers from the friedens. the extent has not been established.
