because at that time mac apps were mac exclusive. even ports to pc came much later.. guess why..

Original authors were Mac users and of course did it on the Mac. When Adobe aquired it, it remained an exclusive, at that times Adobe didn't support Microsoft much either.

No offense intended but this sounds more like an uneducated opinion
We're not talking about some random paint program, instead it's a professional tool aimed at professionals to support their whole professional workflow (especially photographic workflow, paired with Lightroom for example).

If you ask me - I would like to see & will support ArtEffect5. Photoshop1 is a StoneAge now... Current AE4 is on the level of Photoshop5 [of course without Drag&Drop and shortcuts], but has great potential.
