OS4 to support the Silicon Image 3114 serial ATA board

A driver for the Silicon Image 3114 board is about to start the OS4 betatesting cycle. St�phane Guillard is again the man doing the magic, and Max ("Soft3") Tretene the one supplying the hardware.

The 3114 is a PCI based 4-port Serial ATA controller. See the official specs here.
