FastATA 1200 support in NetBSD

NetBSD/amiga now supports FastATA 1200 controllers from ELBOX Computer.

The new driver fully utilizes all PIO modes, which are possible on FastATA controllers and allows using of both IDE channels. Currently it is required to have FastATA 1200 Mk-III or Mk-IV edition, but the driver may be extended in the future, to support older editions.
