By elected members from the community; let them deal with it.
By everyone donating getting a single vote per donation.
By everyone donating getting a single vote per donation of $N amount.
By community polls open to everyone, including those unable to donate.

1. By elected members from the community; let them deal with it.

Because some people will not know what's involved, what copyrights are already in place, what is commercially viable etc. I would say some elected people in the right places would be best to choose.

A small group of people would be better at determine what would be realistic projects than what the general public would be.

The original Big Bash event was held to show off OS4 which wasn't released even in Pre-Dev form at that time and with the VERY generous Donation of a Rev 2 µA1 board From Eyetech to raise funds to Sponsor a developer.

We raised £200 to Sponsor a dev which i was pretty impressed with.
