First of all its a hyphen, second of all its meaning in the context you used would be inclusive, which means you are saying that they didnt have 3.1 code, Olaf says they did, so either your comment is wrong and you realize they had 3.1 code, or you are calling Olaf a liar. If you had said 3.2-3.9 or 3.5-3.9 I would have probably agreed with you.
