No you cant put an 040 on the Blizzard030 boards... whole heap of reasons why you cant
As for the scsi module... look around the remaining amiga shops, I think vesalia.de might still have some in stock. You could also try placing a wanted advert on amibench.org

indeed it wont the 68030 and 68040 are not pin compatible... also I would guess the voltage is different between the 030 and 040.... I'd bet there's other issues involved too... but I'm not an electronic engineer....

u need a blizzard 040/060 board for that dood, totally diffrent..
also this board can use the same scsi addoncard....
030->040/060 = diffrent voltage , diffrent pin number oh and the 040/060 has integrated fpu, notice that your card has a external socket for that...so OOPS
