You can bet a falling tree would result in plenty of noise if it hit that bear whilst he's still on the throne

Definately...

Reminds me of a daft birthday card I saw once. On the cover there was a bear and a rabbit standing at the edge of a river (I think).
The bear says to the rabbit "Hey, do you find that sh*t sticks to your fur?"

"No."

On the inside cover, you see the bear, with a big satisfied smirk, wiping his ass with the rabbit...

Well, I guess you just had to see it really

The statement humorously suggests that an event as dramatic and unexpected, like a falling tree hitting a king (represented by "bear while he's still on the throne"), would cause significant disruption or attention. It plays with historical symbolism where kings are often associated with bears in heraldry ("Bears" being used here to represent monarchies). The implication is that both events, a falling tree and an unanticipated event involving royalty (symbolized by the bear), would make for memorable occurrences.
