Nobody is neutral and everyone is biased. However, that doesn't prevent someone from acting neutral and making unbiased decisions by taking in all the available data at the time the decision is made.
I would ask how we know somebody whom is of course biased and not neutral is a good candidate? How we know they will be able to make unbiased decisions? How do we know they can work well in the moderation team (it is a team remember)? Heck, how do we even know if they exist when they hide behind an anonymous virtual facade? They might even be a child (< 18 years old in Alberta) for all we know.
I'd suggest reviewing the posting history of each individual. You may also have read emails written by individuals on other mailing lists. Perhaps you've seen them in IRC chat as well.
I suppose you could just pick someone because you like them. Sadly, we do it all the time in Canadian politics. But if you like someone that means squat for how well they will behave as a moderator in the AW.net team. The "please, not them" list: Atheist, AmigaBlitter, falemagn, ironfist, polka, samwel, umisef, and most of all hnl_dk.

All of the above are certainly considered when Staff picks a moderator, and will likely come into play as we have to shrink the list of submissions down to 10 or so for the final poll(s).
