Actually, OS4 comes with MUI in its base installation, and several programs included in the Extras directory in the OS installation media do require MUI. I'm not sure if any actual system component requires it, but in any case it is there ready to be used with the "extra" programs or other 3rd party programs user might install.
The default MUI preset on OS4 looks similar to Reaction config, so users may not even notice which GUI toolkit they're using if they don't pay attention to it.
OS4.0 came with a MUI 3.9 port by Jens Langner and Stefan Burström, and OS4.1 has a later MUI version by Thore Boeckelmann and Jens Maus.
AFAIK the only "issue" with the MUI ports on OS4 distributions is that they aren't registered and users should install their MUI keyfile to get full configuration options, but that isn't required either and an unregistered version works just fine in practise.

MUI was not shipped with my A1200's Kickstart 3.0/Workbench 3.0.
MUI wasn't part of Commodore's Amiga software IP.
MorphOS has MUI, but they just a compatible AmigaOS 3.x clone with a MorphOS PowerPC fork without "The Name(TM)".

With AmigaOS 4.1 FE, I didn't even bother customizing its extra bundled MUI since I prefer AmigaOS 4.1 FE's default white/blue/grey GUI look.
I would pay for "AmigaOS 4.1 FE" again on hyper-fast 68K Amiga.

You just can't save some certain settings, but everything works otherwise.
Here's what's said in the documentation: "The unregistered version is not able to save some of the configuration items of the preferences program. Of course these restrictions won't affect the operation of MUI applications, all important values (window positions, screens, system configs) are usable without registering. Other items will contain reasonable default values. Even with these default values, MUI applications will be more attractive and usable as most other programs."

No, but I didn't understand you meant that with "just a compatible AmigaOS 3.x clone". After all, MorphOS is more than just a 3.x clone...
