By elected members from the community; let them deal with it.
By everyone donating getting a single vote per donation.
By everyone donating getting a single vote per donation of $N amount.
By community polls open to everyone, including those unable to donate.

Actually Bush was elected by a computor program created by a right wing christian company , sold to a right wing christian government and known to be full of funny code ie.. shut down codes when certain totals were reached etc... at least according to the folks who got hold of this software when it" accidentally "was sent to the wrong web address by the programmers , as for voting on apps of course donors should be given a bigger say ,perhaps something akin to preferred voting stock and general shares ?
I don't know about you but I don't buy software I don't want no matter how well written it is , and people like me who pay full price are the true target demo are'nt we?
