By elected members from the community; let them deal with it.
By everyone donating getting a single vote per donation.
By everyone donating getting a single vote per donation of $N amount.
By community polls open to everyone, including those unable to donate.

Determining what project(s) should be 'supported' through an 'OS4 Dev Fund' should be done:

1. By elected members from the community; let them deal with it.
