Poll 2: (single choice)
Determining what project(s) should be 'supported' through an 'OS4 Dev Fund' should be done:
1. By elected members from the community; let them deal with it.
2. By everyone donating getting a single vote per donation.
3. By everyone donating getting a single vote per donation of $N amount.
4. By community polls open to everyone, including those unable to donate.
