I think the subject is wrong : it's not 'the secret project of Hyperion' because it has been a long time someone speak about a secret project.

You can use a hardware decoder but such chips are not free and when you are not watching a DVD that chip can not be used for anything else. If you wanted parallelism you could always add 2nd CPU to do its job. It is much better solution than a custom chip which can do only one thing sitting unused most of time.
You can ask yourself would you buy a dedicated PCI card to play MP3s? You could play MP3s on your Amiga with almost no CPU usage at all
