We went through this discussion some years ago in the OS4 dev/betatester group. The way we resolved it was to tell the guys to call it "Version one point nineteen", not "One point one nine". They got used to it in the end.

There's nothing confusing there (and this version convention is widely used): it's meant as version.revision, it's not a decimal number (why would you treat it as such, anyway, doesn't make much sense). So 1.14 is obviously more recent than 1.9.
