No. At least not in most tasks. There were some issues (eg. Basilisk 2 emulator), but in MOST tasks PA6T should (and IS) faster than G4 1 GHz.
To name few benchmarks (from my memory - you may look for X1000 benchmarks thread here on AW):
Blender Benchmark: PA6T 1.8 GHz (single core) as fast as G4 1.4 GHz DosBox Benchmark: PA6T 1.8 GHz (single core) as fast as G4 1.5 GHz FFT related benchmarks: PA6T 1.8 GHz (single core) as fast as G4 2 GHz dnetc (OGR-NG): PA6T 1.8 GHz (single core) as fast as G4 1 GHz (G4 AltiVec is strong) MPlayer benchmark: PA6T 1.8 GHz (single core) as fast as G4 1.9 GHz Compilation (small program) in C: PA6T 1.8 GHz (single core) as fast as G4 1.9 GHz
etc.
In most applications, PA6T 1.8 GHz (single core) would be close to G4 1.4 GHz.
