They represent the activity on all the several "connections" to the outside world. For instance, when you load a page of a news feed, some or all of the pictures on that page may be loaded independently and simultaneously. The lights show how many connections are actually waiting for data at the time.
You can change the number in the settings.

| And if you click the activity lamps, the Network Activity window opens and you see more detailed information about every active connection.
