AmigaOS 4.x IS an upgrade but OS3.1.4 is a stepping stone to what?

Two completely different products, for completely different hardware, targeting different customers looking to fulfill different needs for different reasons.
I think in WinUAE (or as it called by some AmigaForever) , the use of AmigaOS3.1.4 makes little sense as the emulator patched the filesystem to provide direct access to the host operating system. and so large disk support was there provided with WinUAE, but WinUAE is a useless product for real Amiga computers, and is not in public interest to depend on emulation that can't be used on real hardware.

Well AmigaOS3.1.4 is about getting a updated cd filesystem, and lots of fixed to support long filenames in lots of modules, in theory AmigaOS3.1.4 should be more stable and less buggy then Kickstart 3.1 with H&P patches (AmigaOS3.9).
Diskdoctor update was probably not so necessary s most people use PFS or SFS anyway.
But I guess the biggest improvement is just having it in ROM, so you do need to reboot 5 times to install all patched before loading workbench.
My biggest complaint, about OS3.1.4 is that did not include large file support, as that might have been great to have common standard API for reading and writing files, and it be great for classic users to be able to back up now where large partitions on DVD's , but you can't write cd image files as be too large for file system to handle.
