MorphOS reports the same EClock rate for native and 68k executables and it is always fixed to 709378 Hz. Some old applications fail if EClock rate is changed (16bit integer overflow, IIRC).
Instead T´there is new timer.device unit called UNIT_CPUCLOCK.
