I'm guessing all previous programs written for Aros x86 will have to be re written/ported to arm for them to work? or is there some kind of emulation layer for x86 stuff ?

Ironically the reason we never had a 68K emulator before is the same reason this version can't have a x86 emulator. So old AROS apps will have to be ported/recompiled.
