Actually the manual is (c) Microprose 1995, so it isn't even quite 10 years old yet 
However, in the same manner that say Project-X is not linkable here (and that is more than 10 years old now), I don't feel that linking to the game files for this should be either.

Here is a summary of availability (as of December 2004):
Transport Tycoon Deluxe (Win95/98/ME) Still available as a budget title in the UK and US (Try Amazon's UK mail order web site - See link below) and indeed I have found this game for sale on special reserves website, as well as amazon for £7.49. I hear ya, but before I posted the file, I did some research HMV don't have it EB Games Don't Have it GAME don't have it Special Reserve. list it, but out of stock WHSMITH don't have it Virgin have it listed as unavailable.
Amazon have a 9 left in stock some new, some used from 99p check it out at http://www.amazon.co.uk/exec/obidos/ASIN/B00005LDJB/qid=1112904281/sr=1-1/ref=sr_1_10_1/202-3791703-4903023
That's the only place to buy Transport Tycoon Deluxe from what I could find in the UK
Anyone else know of anywhere else?
