A binary to what ? To open the URL ?

Just because not everybody is able to write/modify shell script and OpenURL is able to easily configure which application you have on your system.
Also OpenURL is able to determine what protocol is used and send the URL to the right application (Browser, Mailer, FTP client).
Having an OpenURL package prevent you from having tons of URLOpen scripts (Arexx, Shell, etc.) spread all around your system like it was ages ago before OpenURL came...
