By elected members from the community; let them deal with it.
By everyone donating getting a single vote per donation.
By everyone donating getting a single vote per donation of $N amount.
By community polls open to everyone, including those unable to donate.

You make a lot of good points and I tend to agree that people who donate should have more say in what is developed. However I don't went to discourage any ideas or opinions from non-donators. They might just end up buying the software we commission, (at full price, not discounted). Some of these issues have been covered is the following thread.
