By elected members from the community; let them deal with it.
By everyone donating getting a single vote per donation.
By everyone donating getting a single vote per donation of $N amount.
By community polls open to everyone, including those unable to donate.

Let some group deal with it.
Otherwise we will have thousands of suggestions and we'll never anything decided.

Maybe people could give suggestions for projects to support but not decide..
