The system core _is_ cross-platform by design. Exec is a micro kernel, and it's device concept abstracts the hardware access to a platform independant layer. Are you aware of the fact that a lot of the current modules in OS4 do not have to be recompiled to be able to run on classic hardware and AmigaOne ? This includes _most_ of the high-level stuff, like DOS, layers, intuition, etc.
Of course, it's only natural that there is a certain set of drivers that has to be written or adapted for the target hardware, but that's also the case for other OSes that claim to be highly cross platform. Linux, for example, has a lot of drivers on offer, but these almost always assume some PC-like hardware. To get those to run on non-PC hardware, you have to adapt them as well.
