I also am interested in this, not sure how much money I can put forward, but can certainly help with the organisation, and ideas. perhaps we can have a list of projects on a project website that developers can volunteer for an dget a machine to complete said project?

Then introduce yourself on the mailing list:

One of the aspects of the scheme might be to get the developer kit to anyone successfully registered in the scheme.
