Since the Vampire has a kickstart image, you would need someone to make a kickstart that has the extra ROM information that the CDTV needs to recognize the CDROM drive.
With the flexibility the Vampire offers, I would not imagine it would be too hard but it would require someone in the Apollo team or someone with good working knowledge of how the ROM images are stored in the vampire to get it to work.
Without that, the best you would be able to do is MAYBE get the CDTV cdrom device driver extracted from the rom in some fashion and load the module once the system is booted.
It appears the CDTV CD Rom Device name is cdtv.device ....
