It's a gzip file, obviously, and probably a cpio archive, so you can try...
mkdir /tmp/smallird
cd /tmp/smallird
zcat /path/to/smallird.gz | cpio -idv
If the smallird is indeed a cpio archive, you will now have the content in /tmp/smallird.
If so, you can locate and replace the kickstart, and pack a new_smallird.gz...
cd /tmp/smallird
find . -printf "%P\n" | cpio -ov | gzip > /tmp/new_smallird.gz
