Probably not the first time; Microsoft Research does a lot of different things. "Research" is something that may or may not lead to an actual product when it comes to the object of the research, whereas it may have some side effects that are commercialized. The space program would be one example: the US never really commercialized their space program, but it led to lots of things, including (supposedly) Tempur-pedic beds.

The article concludes that they are not currently planning to commercialize it ("productize" is the word used), so don't expect an EDGE-based device soon, though who knows if Qualcomm has ideas.
