No, unfortunately, I don't know if "bubble help" can be turned off.

The thing I'd like to change is the clock -- I'd like to be able to display 12 hour time. I just don't "think" in 24 hour time! (or "military time" as it's called here in the US).

That complaint aside, I've played around with every taskbar utility I can find, and I like this one best of all.
