There was a 3.9 Native Developer Kit, I think you can download it somewhere, and also there were various versions of Developer package (on CDROM), I think the last version was 2.1. Try googling OS 3.9 NDK

No, there is no such package for OS3.x. You would have to build your own gcc environment.

Off topic - You will need to locate copies of the Amiga developer cd.
I think there were two of them. You will also need geek gadgets etc.
Search on the forums for appropriate set-ups.

I don't see the relevance of such question in a thread named "New AmigaOS 4.1 SDK available"...
Anyway AmigaOS 3.x is not developed further since OS 3.9, as a consequence the only SDK available is the NDK 3.9 that was once published by A.Inc. and H&P. If you want an easy install the developer material I don't know any except that Louise once provided a preinstalled (illegal?) UAE hardfile with GCC and many dev tools ready to use, else you could also give a try at CubicIDE which is able to automatically install (and use) the OS 3.9 NDK and 68k GCC.
