Is there any truth to this?

It makes perfect sense to me. On my Cyberstorm III equipped A4000, (when it worked), OS3.9 ran quite quickly on the 60Mhz Motorolla 68060 processor. OS4.0, on the other had, is written to run on the faster 233Mhz PPC 604e processor instead.
